Hawaii is First

The movie experience is changing in Hawaii. The governor signed a bill into law last week that requires theater owners to provide open captioning. The new rules kick in next year. Hawaii is the first state to make this a requirement according to James Tokioka, the lawmaker who introduced the bill and the Hawaii School for the Deaf and the Blind supported the measure.
