Letters are going to businesses in southern California asking them to buy equipment such as a TTY and video phone. The letters are coming from the Orange County Deaf Advocacy Center and a local newspaper suggests this could be considered a "shakedown" and compares the notices to a controversy over handicapped parking last year that some called outright "extortion."
